Speeches are among the first lines of offense when it comes to raising immediate enthusiasm. They directly let the candidate interact with the most important Issues of the day (at least the ones you can see) and will use anywhere from 4 to 6 Stamina depending on your candidate's Charisma rating.

Stats

Giving a speech will net anywhere from 5.4 to 7.7% enthusiasm and alter the issue importance & position by 0.4 to 0.5, changing your preferred candidate's issue stance by 18 to 24. These ranges depend on the Charisma ratings from Reserved to Magnetic.

Attack Speeches

However when used on the attack (also known as an Attack Speech), the dynamics change with the enthusiasm gain being muted to 1.8% to 2.4%, and changing your opponent's issue stance by 9 to 12 should the Candidate's charisma be magnetic. Making them particularly riskier options, that have the potential to swing significant amount of voters when you dip your opponent's issue scores below zero (hint: use them on key issues that everyone likes, such as Job Training, and Agriculture Support). Or when combined with Ads to attack your opponent on issues with massive amounts of importance.

Cards

There are some cards that will increase speech effectiveness such as the Stump Speech Expert, Speech Personalizer, Speech Writer, and the Charismatic Leader, or ones that can hinder opponent speeches in a state such as the Protestor.

These cards are often timed, and specific and should be planned around accordingly to make the most use out of them.
