The Grassroots Donations is a cheap and politically expedient means of generating small amounts of cash. Similar to the Donation Drive it can be used to net quick amounts of cash in a short order. However unlike other cards it interacts with states in an adjacent manner, acting as a handy knowledge and geographical check on your political instincts.
Strategy
Like most cash cards, these are immediate ways to save you turns on Fundraising and Stamina. A great option for early-game maneuvers that otherwise would not be possible without taking a loss in enthusiasm. Use it to grant more flexibility on your turns so that you can spend Stamina on other ventures instead, for in the political world - time is most certainly money.
The Grassroots Donations card in particular is ideal when placed in states with many adjacencies, with the top 2 states in adjacencies being Missouri and Tennessee.
